I think it’d be more interesting to see how many total selections were made for the position each year. For instance, 1996 used the lowest amount of draft capital, but also had only 8 QBs drafted. But 1999 used the most draft capital, but had 13 QBs drafted.

Yes, I remember McNown, and in college, seemed to have the ability to make it. My recollection of his time in Chicago was his frustration over the lack of early success. Think the issue of maturity became an issue as well.
