This fantasy scenario probably wont happen because its a new GM but …

The Browns trade the #1 overall pick for a lot of draft picks.
Then use the #4 pick to draft a bust QB.
Meanwhile the #1 and #2 QBs go on to have very good careers.
And in 2019 Cleveland again gets to the #1.
